Council to award bids at Thursday meeting

XENIA — The Thursday meeting of the Xenia City Council will be all about the bids. As part of his time on the agenda, City Manager Brent Merriman will introduce the awarding of several bids for upcoming projects.


The city will be awarding bids for:


• Removal and repair of the Xenia Station building façade;


• Water distribution and sewer collection supplies;


• the Massie Wellfield and remote SCADA project;


• Water Wells 1 and 8 redevelopment project; and


• the West Main Streetscape Project.


There will also be an emergency ordinance to appropriate funds for the engineering design of improvements to the intersection of Hospitality Drive and West Main Street.


Nearly two years ago, the city receaved a federal Surface Transportation Program (STP) grant through the Miami Valley Regional Planning Commission to modify the intersection to “mitigate a traffic congestion problem and facilitate access into and out of the surrounding businesses.”


According to a release dated March 30, 2012, the grants are offered on an annual basis to the local governments that make up the MVRPC. The $557,357 in that grant was expected to cover 75 percent of project costs.


The release continues “A general observation of traffic congestion and examination of crash data at the intersection from 2007-2009 demonstrated that Hospitality Drive and West Main Street was a ‘problem area’.”


The intersection in question is a “left in” and “right out” traffic flow to and from Hospitality Drive, which travels between the Murphy’s gas station and Applebees.


According to a traffic safety study conducted by American Structurepoint, Inc., there were 30 collisions during the 2007-2009 time frame with 80 percent of those being rear end collisions. The study purports “many of the rear-end collisions can be attributed to the difficulty of northbound drivers to find a gap in traffic for a right turn onto West Main Street.”


A new traffic signal at the West Main Street/Hospitality Drive intersection is planned, which will permit all turning movements. The signal would also indirectly reduce the amount of waiting traffic at the Harner Drive/Progress Drive Intersection. Furthermore, drivers whose ultimate destination is Wal-Mart or Lowe’s will no longer be required to continue to Progress Drive and turn right onto Harner Drive, which is the cause of the backup.


The safety study suggested the US Route 35 Bypass off ramp be re-aligned with West Main Street in a “T’ intersection. The construction of the “T” intersection to the west will allow for a “right-in” deceleration lane to Hospitality Drive.


This STP grant funded project will make the intersection of West Main Street and Hospitality Drive safer for Xenia residents and those who visit the city. Construction of the improvements is anticipated in 2016.


Thursday’s agenda includes an executive session for the purchase or sale of land, and a special session to cover an Information Technology Strategic Plan.
